IF YOU’RE ALREADY USING E-VERIFY, IS IT WORTHWHILE TO RUN CBSV?

E-Verify is a web-based system that allows enrolled employers to confirm the eligibility of their employees to work in the United States. E-Verify allows employers to verify the identity and employment eligibility of newly hired employees by electronically matching information provided by employees on the Form I-9 against records available to the Social Security Administration (SSA) and the Department of Homeland Security (DHS).

Consent Based Social Security Number Verification (CBSV) was developed by the SSA and is a service to protect vital business interests by mitigating fraud and identity theft. CBSV substantially reduces fraud and identity theft by matching the personal identifiers directly to the official governmental issuing authority.

Personal Identifiers include:

  • Name
  • SSN
  • Date of Birth
  • Gender
  • Death Indicator

How they compare to one another.

CBSV E-Verify
When can the search be completed? Anytime with a signed consent form. After hiring the applicant.
Required to search all applicants? No, you can search for every new hire or only at your discretion. Once E-Verify is started, the process must be done on all new hires.
What form is required? SSA-89 form. I-9 form.
Can the search be run for any purpose? Yes. No, only allowed for post-hire employment.
Can the search be run on existing employees? Yes. No.
Does the search verify the person’s name, date of birth and SSN, matches the SSA’s records? Yes. No.
Does the search verify the identity and employment eligibility of newly hired employees? No. Yes.
What is the cost Yes. No, it is free if you process on your own or at a nominal fee if done by One Source.

Something to keep in mind is the CBSV does not verify identity, citizenship, or employment eligibility. Nor does it interface with the Department of Homeland Security Verification System. To do these things, you must run an I-9 verification through E-Verify. Some companies utilize this system as a regular part of their hiring process. Others are mandated to use it by their state or local government, and others do not choose to utilize E-Verify.

While the CBSV does not verify a right to work in the United States, it will provide employers with peace of mind that the SSN is not only valid (which can be found via the standard Social Security Search), but it has been verified as a name and SSN match through the Social Security Administration’s database. Because the CBSV search can be run prior to hiring an individual, it can be a great money saver for a company to avoid hiring an unauthorized individual.
